When local governments and private agencies collaborate, magic happens. Recently, we partnered with the City of San Antonio on a groundbreaking initiative to provide robust digital support for local small businesses. This public-private partnership empowered us to deliver highly targeted technical and marketing assistance to those who needed it most.
Here are the seven key lessons we learned from this successful program, which we hope will inspire and guide future collaborations aimed at community and economic development.
1. Trust the Experts and Get Out of Their Way
One of the most critical factors in this initiative’s success was the City of San Antonio’s willingness to trust our expertise. Instead of micromanaging the process, they provided the necessary resources and stepped back, allowing us and our network of specialized vendors to execute the work efficiently.
This hands-off approach from the city enabled faster decision-making, greater agility, and ultimately, a more effective support system for the participating businesses.
2. Transparency and Communication Build Trust
For many small business owners, handing over control of their digital presence can be daunting. We recognized early on that transparent, consistent communication was essential. We set clear expectations from the start, outlining exactly what the program entailed, the timeline, and the expected outcomes.
This clarity alleviated anxiety and encouraged business owners to entrust us or our partners with access to sensitive elements like their website or social media accounts. By fostering a culture of transparency, follow-through, and responsiveness, we ensured that trust became a foundational part of every interaction.
3. Small Businesses Thrive with Personalized Support
We all know an off-the-rack suit doesn’t fit as well as a custom-made one. So, why give small business owners—who are the lifeblood of our communities—“off-the-rack” advice? As small business owners ourselves, we understand how valuable (and sometimes costly) personalized, expert advice can be.
Our goal was to maximize everyone’s time by offering tailored, impactful support. Each participant began with an online audit, receiving a grade on their digital presence. Agency partners could review these results ahead of their one-on-one meetings, gaining insights into each business’s unique needs and preparing targeted guidance. This approach ensured that each small business received relevant, actionable advice focused on their goals and resources, making the program far more effective than a generic solution.
4. Understanding Resource Constraints is Key
The majority of businesses that participated in the program were microbusinesses, with teams of just 1-5 people. For these small operations, managing daily business activities—alongside marketing, invoicing, accounting, business development, and employee management—can quickly become overwhelming. Small and nimble teams can be an advantage but sometimes it can feel overwhelming, especially when you are learning as you go.
The graph below highlights the breakdown of participating businesses by number of employees, showcasing the predominance of microbusinesses in the program. With this in mind, and with many of our agency partners understanding the unique pressures small businesses face, our goal was to make the program as accessible and actionable as possible. Each project began with a one-on-one consultation, allowing agencies to gain a clear understanding of each business’s specific needs and, crucially, their each businesses bandwidth and comfort level. The program’s structure also ensured that partners focused solely on delivering practical solutions, with no pressure to upsell or expand beyond the pre-set services—keeping support straightforward, efficient, and genuinely beneficial for each business.

5. Community and Peer Support are Undervalued Assets
Not only do we recognize the value of collaboration, we knew we needed help to make this project a success and stay on the timeline. We sought out other like-minded agencies to partner with for this initiative and help us conduct consultations and deliver the work. These partnerships weren’t about competition—they were about combining strengths to provide the best possible support for small businesses. The relationships we built during this program have created a network of trusted collaborators who share a commitment to helping businesses thrive.
This collaborative approach wasn’t about competition; it was about serving businesses better. Each agency brought unique skills to the table, ensuring small businesses received top-notch support tailored to their needs.
6. Leveraging Technology for Scalability and Personalization
Technology was a cornerstone of the program’s success, enabling us to deliver both scalable and personalized support. Through the online assessment, we gathered critical insights into each business’s unique needs before consultations even began. These tools allowed us to craft tailored recommendations while efficiently managing resources. AI-driven solutions added another layer of customization, ensuring that every participant received actionable guidance specific to their goals. By leveraging technology, the program reached more businesses than traditional approaches would allow while maintaining the personalized touch that small businesses need to succeed.
Additionally, the dashboard we designed and developed served as a valuable administrative tool for both us and the vendors providing digital work. Vendors could easily track their progress with clients, while we had a clear view of each vendor’s overall progress, ensuring accountability and efficiency throughout the program.
7. Public-Private Partnerships Create Lasting Impact
As mentioned, the City of San Antonio played a key role as stewards of federal funding while also contributing additional resources from the general budget. Beyond financial support, the city leveraged its extensive marketing channels and social media presence to bring visibility to the program, ensuring it reached the businesses that needed it most.
Herospace, in turn, recruited a network of talented vendors to deliver the tangible, on-the-ground work. These partners were critical in transforming the program’s vision into actionable support for small businesses. By combining the city’s resources and reach with the expertise of private vendors, the initiative demonstrated the power of public-private collaboration to create sustainable support systems that drive real results for the community.
The treemap chart below visually displays the distribution of businesses by revenue, with the largest areas representing the most common revenue ranges, such as $0-25k. This highlights the prevalence of smaller-revenue businesses participating in the program. By focusing on these businesses—many of which were making modest annual profits—we were able to provide critical support where it was needed most. Helping these businesses, often the most vulnerable, not only creates direct economic benefits but also fosters greater resilience and growth for the broader community.

The lessons learned from this initiative highlight the transformative power of thoughtful, connected support for small businesses. By fostering community, leveraging technology, and building strong public-private partnerships, we created a program that addressed immediate challenges and empowered businesses to grow and thrive long-term.
For other cities and organizations looking to support their small business communities, this initiative offers a clear takeaway: strategic, collaborative efforts that consider the unique needs of small businesses can have lasting benefits for the entire community. We can build stronger, more resilient local economies—one small business at a time.
